If you're the Account owner, login to your account on the Dashboard.
Select Licenses on the top of the screen. On the Licenses page, select Manager List.
Select Add Manager and fill out the required information
Managers will be able to assign licenses and add users.
Note: Make sure the user you want to add as a manager for your account is a licensed user.
